Legal action by the Royal Institution of Chartered Surveyors (Rics) has left the government with little choice but to delay its controversial home information packs (Hips) scheme.
Hips were due to be rolled out at the beginning of June, but will now be introduced in piecemeal fashion.
From August 1st, homes with at least four bedrooms will be required to have a Hip, with more properties needing the packs by the end of the year.
The government also had to concede that are not enough trained and accredited surveyors to provide energy performance certificates (EPCs).
Communities and local government minister Ruth Kelly said: "The approach we have set-out preserves the principles of Hips and EPCs, while ensuring a transition period for the people buying and selling their property."
EPCs are designed to tell potential house buyers how energy - efficient a home is on a scale of A-G.
