Reduced-cost loans "should" be introduced to support home improvements for energy- inefficient properties, one cabinet minister has suggested.

Hilary Benn, the secretary of state for environment, food and rural affairs, revealed the strategy at an environmental conference last week, it has been reported.

The government minister said: "With people being concerned about the rising cost of energy, there's an opportunity.

"If you can save climate and save energy at the same time, why would you not do it?"

Home improvements that turn properties into eco homes include the installation of insulation and double glazing windows that can result in savings in household energy costs as well as helping preserve the planet.

Mr Benn added he was determined to have energy companies footing the bill for improvements in "vulnerable" households, according to Building magazine.

The minister is the Labour MP for Leeds Central and has been in parliament since June 1999.
