The people who stand to benefit the most from home information packs (Hips) are first-time buyers, according to the Association of Home Information Pack Providers (Ahipp).
Many offers on first properties are made on a "largely uninformed" basis, according to the association.
When the offer is accepted, money has then to be spent on surveys, mortgage valuations and searches.
Paul Broadhead, deputy director general of Ahipp, says that the introduction of Hips will reduce much of the wasted time and costs involved in buying a property.
"As the vendor will be responsible for acquiring the Hip, duplicated costs will be eliminated, buyers will be able to make a more informed decision on the purchase from the offset and they will avoid the initial costs of commissioning searches," he said.
The comments follow Ahipp spokesman Mike Ockenden's assertion that Hips will reduce the stress that homeowners feel when moving between properties.
