Campaigners in Southampton have called for authorities in the area to boost homeowners' access to double glazed doors and replacement windows.
Other home improvements such as energy-saving insulation are more of the features green homes proponents are seeking, according to local paper the Daily Echo.
Press reports maintain that funds worth £1 million were to be set aside this year for loans towards eco homes in the area, although council officials have now withdrawn the plans.
Chris Bluemel, coordinator of the Southampton and Eastleigh branch of eco-campaign group Friends of the Earth, told the paper that homeowners need all the financial help they can get when it comes to green home improvements.
"Many can't afford the insulation or the double glazing windows costs and end up spending more than they want to on energy to heat their homes," he explained.
Mr Bluemel added that an increasing number of people are concerned about their carbon footprint and how much energy they are using.
Vulnerable families across Birmingham were recently given access to green homes grants to help towards the cost of insulation, with energy firm npower continuing the Health Through Warmth initiative it began eight years ago.
