Implementing a UK action plan to ensure every house has adequate insulation would slash energy bills and carbon emissions, it has been claimed.

Outlining the economic and environmental benefits of such an insulation programme, a report from the Local Government Association (LGA) suggests that households could save over £200 a year on utility bills and cut emissions by more than a fifth.

The LGA - a cross-party organisation representing councils in England and Wales - adds that the plan would lift around half a million people out of fuel poverty.

Councillor Paul Bettison, chairman of the LGA's environment board, called for the country's energy suppliers to contribute "the same as consumers currently do" to ensure the completion of a national insulation programme.

"A national insulation programme would dramatically reduce carbon emissions and harness the desire of householders to make their homes more energy-efficient," he remarked.

Referring to government plans to introduce a voucher scheme to help people pay energy bills, he noted that this would do little to tackle global warming.

"Our proposals avoid trapping people in dependency on hand-outs, and will bring about permanent reductions in greenhouse gases," Mr Bettison concluded.
