Government officials have been urged to "come clean" about the level of public funds available to help fuel-poor households with insulation costs.

National Energy Action (NEA) pointed out that the new Carbon Emissions Reduction Target (Cert) scheme was introduced to help homeowners boost the efficiency of their houses and heating systems.

Representatives for the organisation went on to claim, however, that funding for Warm Front - the government's energy efficiency programme - has been reduced by around a quarter.

"Under the new Cert scheme, the average household now pays £35 a year towards energy efficiency measures, up from £16 last year," remarked Jenny Saunders, chief executive of NEA.

"While it is right and proper that more money is made available for insulation, the country's poorest should not be paying for this scheme," she added.
