The Energy Saving Trust (EST) has issued a new report urging councils in Northern Ireland to improve their energy efficiency standards.
According to the organisation's latest Green Barometer - which assesses local areas for carbon emission levels per capita - 12 regions in Northern Ireland are among the UK's worst polluters.
EST spokesman Noel Williams urged local authorities to set the moral standard by investing in green technologies such as cavity wall insulation and double glazing for their public buildings.
He stressed that the government-backed EST would provide tailored assistance to all individuals and authorities that approached it asking for guidance over how to reducing carbon footprints.
Inviting such advances, Mr Williams said: "This wealth of information at our fingertips means householders are more likely to receive the information they need to act to curb their carbon emissions."
Recent research found that Hull has the most energy-efficient homes in the country, while London's Kingston-upon-Thames borough has the worst.
