Tenants in Plymouth could receive a number of home improvements including double glazing, new kitchens and central heating, according to the Herald.
A planned transfer to a new housing organisation is estimated to unlock £168 million of funding in the next four years.
The improvements are hoped to help tenants with the cost of utility bills and also improve security in the homes.
However, there has been some opposition to the plans due to controversy over the way the council has kept residents informed.

The scheme is intended to help lower fuel costs for tenants after it was decided that it would be more effective than replacing the current windows.
