The cathedral city of Salisbury in south Wiltshire is weighing up proposals to build a new green development for people on the housing register.
Council officers have been ordered by the district cabinet to carry out a feasibility and financial study for the affordable housing project, which would be located on Lower Road in the Churchfields area.
Counsellor Ian Tomes said; "This is an innovative and radical approach to affordable housing. The idea is to demonstrate that it is possible to provide high quality, zero carbon sustainable affordable housing for local people."
He added that the homes would make a minimum impact on the environment due to the deployment of green devices such as rainwater harvesting, recycling 'grey' water, solar and sun-space heating and natural heat storage.
The government has set a target of making all new homes zero carbon by 2016 in order to reduce the UK's contribution to global warming.
