The £170 million project will see the home improvements completed on 10,000 properties in the south Wales valleys.
Developer RCT Homes told the BBC the plans herald the "biggest home improvements programme Wales has ever seen", which is intended to push up housing standards in the country.
Revealing his organisation's aim to create jobs and training opportunities as part of the scheme, RCT Homes chief executive Andrew Lycett deemed the firm to be "a major local social enterprise".
"As well as raising the standard of homes, we are working with our tenants and their local communities to create a sustainable legacy of increased employment and higher skill levels," he remarked to the news provider.
In addition to boosting the area's environment and employment prospects, the home improvements project will encompass the installation of around 5,000 kitchens, 4,000 bathrooms and improved security measures.
